Definitions and verification methodology.

Status definitions

Verified: Confirmed against an authoritative source within the defined interval.
Review needed: Requires human review before Verified can be asserted.
Unverified: Not yet confirmed against an authoritative source.
Stale: Past review interval; may be inaccurate.

Degraded-state policy

If provenance is missing, sources are inaccessible, or review intervals lapse, records are explicitly labeled Review needed or Stale. The system does not silently treat stale data as current.

Neutrality constraint

Records are presented as factual descriptions of access paths, eligibility text, jurisdictions, and maintaining entities. The system does not persuade, rank by engagement, or use emotional framing.
